Raocon Construction has officially commenced work on a new airspace development at 28 Eaton Road in South Sutton, adding 10 high-quality residential units to the existing building.
This innovative project will see the construction of two new upper floors atop a 1960s residential block, transforming unused rooftop space into much-needed homes. The development is being delivered through Raocon Development One Ltd, a project-specific SPV, with Raocon Construction Ltd acting as turnkey contractor and project lead.
The scheme was granted Prior Approval for upward extension and includes:

  • 10 new self-contained apartments
  • A new floor and accommodation within the roof space
  • Additional cycle and refuse storage
  • Full compliance with space standards, natural daylight and ventilation requirements

A Project Designed for Quality & Compliance

All new units exceed the minimum size requirements under the Nationally Described Space Standards and have been designed with careful attention to layout, natural light, and liveability.
“We approach every project with buildability and end-user quality in mind — and this airspace development is no exception,” said a Raocon spokesperson. “It’s a smart way to meet housing demand while unlocking value in an already-developed location.”

Strategic Location

28 Eaton Road sits in the heart of South Sutton, just a 10-minute walk from Sutton Station, with direct access to London Victoria, London Bridge, and Blackfriars. The area is popular among families and professionals alike, with outstanding schools, excellent transport links, and access to open green spaces like Nonsuch Park and Grove Park.

Safe, Efficient Construction in Occupied Building

The build is expected to span 8 to 12 months, with practical completion targeted for October 2025. All works will be delivered while maintaining ongoing access and safety for existing leaseholders and residents.

Key HSE measures include:

  • Scaffold with tin roof and noise management protections
  • Defined construction logistics plan
  • Resident access maintained at all times
  • Site marshalls, safety hoarding, CCTV and signage
  • Daily HSE supervision and toolbox talks

A Model for Future Airspace Developments

With land scarcity and housing demand on the rise in London boroughs, rooftop extensions like 28 Eaton Road offer a viable, sustainable route to urban densification — without the complexities of full-scale demolition or ground-up builds. Raocon’s in-house team is supported by a multidisciplinary design and engineering team, including PEQE Engineering, NUE Interiors, and ICW Warranty providers.
